Decisions at the 23rd PCB Governing Board meeting

Lahore June 20, 2012: The twenty third meeting of PCB Governing Board was held on 18th June 2012 at Naudero, Larkana under the Chairmanship of Ch. M. Zaka Ashraf while M/s, Mir Haider Talpur, Aamir Nawab, Ch. M. Anwar, Maj Gilani, Intikhab Alam, Javed Miandad, Subhan Ahmad (COO) and Badar Manzoor (CFO) were in attendance.

The progress of work at Garhi Khuda Bakhsh Cricket Stadium was discussed in previous BOG meetings and Board members had observations over the slow pace of work. BOG members desired to conduct the meeting at Garhi Khuda Bakhsh so that they can witness the progress of the work personally and take appropriate decisions accordingly. As a result the meeting was scheduled to take place at Garhi Khuda Bakhsh.

Before the visit to the Cricket Stadium all members of the Board went to the Shrine of Shaheed Zulfiqar Ali Bhutto, Shaheed Mohtarma Benazir Bhutto and Begum Nusrat Bhutto to offer Fateha.

Board members then visited under-construction Garhi Khuda Bakhsh Cricket Stadium to witness the progress on ground where the consultant and contractors briefed them in detail.

The meeting started with the recitation of the Holy Quran. BOG members discussed and approved the following:

1. The progress of work at Garhi Khuda Bakhsh Stadium was discussed in detail. BOG members showed their concern on the poor workmanship and delay in construction so far. After taking the view of the consultant and contractors the Board decided to appoint a third-party evaluator, M/s Nayyar Ali Dada, to give their independent view and suggest ways to complete Phase I of plan without any further delay.

2. Annual Budget of PCB for the financial year 2012-13 was presented to the Board. The Board members deliberated extensively on the budget and noted that like previous years the budget is a deficit one. They were assured that by the end of the financial year every possible effort will be made to keep the reduce deficit. The BOG approved the budget.

3. In order to bring about the discipline in domestic cricket, brining all domestic cricket under the umbrella of PCB, keeping it inline with the ICC requirements, and to tackle the issues like corruption, anti-doping, schedule of matches and fitness of players at all levels domestically the BOG members deliberated on the rules for private domestic cricket events in detail. These rules will be applicable immediately. Under these rules every private party interested in holding a cricket event/tournament on domestic level will need NOC from PCB. Without the NOC, no PCB registered player will be able to participate in that particular tournament. A Tournament Evaluation Committee comprising Director Cricket Operations International, Director Cricket Operations Domestic and Manager Legal has been formed to look into the applications for such NOC.

4. The BOG acknowledged and supported the creation of four new regions in PCB Domestic Structure that has been approved through a Government Notification earlier this month. This will help PCB to spread the facilities to a wider level. Now the total number of regions will be increased from Eleven to Fifteen. Keeping in consideration the workload of regions, PCB management will distribute the districts to the new regions. One region each will be created in Baluchistan (making it two regions in the province), Sindh Rural (the whole Sindh rural came under the region of Hyderabad so a new region will be created) and Southern Punjab while FATA will be a separate region. This step will fulfill the long-standing demand by people of these areas and will be helpful in identifying the talent from grassroots level.

5. The BOG approved the improvements in PCB Treasury Policy in order to get better returns on its investments.

6. Since last BOG meeting a number of resolutions had been passed by circulation. All of these resolutions were tabled and ratified by the board.

7. The BOG members were updated on the demolition of a section of Gaddafi Stadium. The BOG showed their serious concern on the incident and observed that such events will be detrimental to return of international cricket in Pakistan as these create a bad image for Pakistan Cricket both domestically and internationally.

The Board of Governors lauded the efforts of PCB and its Chairman Ch. Zaka Ashraf in revival of international cricket in Pakistan and assured their full cooperation and support where PCB may need it.
