HBL Pakistan Super League Draft on December 21 -22

Lahore – December 18, 2015: With the excitement around the HBL Pakistan Super League continuing to build up, the Player Draft is all set to take place in Lahore on December 21 and 22.

Having opted to go for a Draft instead of a player auction, HBL PSL has ensured equal competition and financial viability for all stakeholders. Teams will be paying a fixed price for each buy instead of engaging in a bidding war.

Players from 15 countries have been divided into five different categories – Platinum, Diamond, Gold, Silver and Emerging. Each team will pick three players each from Platinum, Diamond and Gold categories. In these nine picks, a team must pick a minimum of four Pakistani and four foreign players. From the Silver category, a team will be asked to pick five players. Two players will be picked from the Emerging category.

Players placed in the Platinum category will receive $ 140,000, Diamond players will earn $ 70,000, Gold will earn $ 50,000, Silver will earn $25,000, and Emerging players will earn $ 10,000.

There are no designated icon/franchise players to ensure franchise owners can pick their own brand ambassadors. Five players, including the two Pakistanis, have been given the added role of being brand ambassadors for the PSL and their teams, in lieu of which they will be paid an additional amount aside from match fee. These players include Shahid Afridi, Shoaib Malik, Kevin Pietersen, Chris Gayle and Shane Watson.

While a minimum squad will consist of 16 players, a team may choose to keep a squad of up to 20. Teams may choose to opt for a squad of up to 20 players based on two reasons. First, partial availability of some players may necessitate buying more than 16 players. Second, a team may want a bigger squad to cater for last minute injuries or to have a bigger pool of players available for selection.  All additional picks will be supplemtary picks. The total salary cap for a squad of 16 is $985,000 and the total cap for a squad of 20 is $ 1.1 million.

The pick order for round 1, decided by a ballot held in the presence of all five franchises, will be as follows: Islamabad, Karachi, Peshawar, Quetta, and Lahore.

For the next rounds, the draft order has been set using a method that ensures each team gets equal strength of picks. Every team will have the option of initiating two pick order trades for the entire Draft process with a total cap of $ 75,000. 

The players who have agreed to be relegated in the next category will be transferred into the subsequent category in case they go unsold in their prefered category. All Pakistani non-selected players will be automatically relegated to the next category.

There can be one overseas and up to three local players allowed in the supplementary picks. A team may decide not to add more players to the list. Local players picked up in the supplementary picks may or may not be called up for duty by their respective teams and their contract shall only be enforced from the day of joining the squad at the venue.

Why is HBL PSL going ahead with the Draft process?


In a bid to ensure equal competition in the tournament, HBL PSL will be following a Draft process instead of a player auction. This means that teams will be paying a fixed price for each buy instead of engaging in a bidding war. While this will maintain parity and ensure competition across the board, the Draft process ensures financial viability for all stakeholders.

How does the process work?

Can a team trade its picks within a category?


Yes. Any team will have the option of initiating two pick order trades for the entire Draft process with a total cap of $ 75,000. Pick order can be traded within the same category only and the trade may follow any of the following four possibilities:

 

i) Pick traded with another pick in the same category of players

ii) Pick traded with another pick in the same category along with with monetary compensation

iii) Two picks of one team traded with two picks of another team

iv) Two picks of one team traded with two picks of another team along with monetary compensation

 

Trades may be initiated in the time leading up to the Draft but shall be finalized as and when the picks in question come up.




 

How much are the players earning?

Platinum - $ 140,000

Diamond - $ 70,000

Gold - $50,000

Silver - $25,000

Emerging - $10,000

 

If the player is not available throughout the League, his salary will be calculated on pro-rata basis.

 

Each 16 player squad will consist of 11 Pakistani players and 5 overseas players while the extended squad of 20 is allowed to have 6 overseas players and 14 Pakistanis.

 

The following five players have been earmarked as HBL PSL and franchise brand ambassadors: Shahid Afridi, Shane Watson, Shoaib Malik, Chris Gayle and Kevin Pietersen.

 

Non-Selected Players

The players who have agreed to be relegated in the next category will be transferred into the subsequent category in case they go unsold in their prefered category. All Pakistani players who remain non-selected players will be automatically relegated to the next category.

Supplementary

Supplementary picks are optional and a team may select up to four players in supplementary picks. There can be one overseas and up to three local players allowed in the supplementary picks. 

Local players picked up in the supplementary picks may or may not be called up for duty by their respective teams. Their contract shall only be enforced from the day of joining the squad at the venue. 

The process

PSL Players Draft will take place over two days. The rounds for first three player categories (Platinum, Diamond & Gold) will take place on the first day. The three remaining categories (Silver, Emerging & Supplementary) will be held on the second day of the Draft.

The Draft will consist of 20 rounds and 100 picks in total. Round 1 to 3 will be for the selection of Platinum players, round 4 to 6 will be the for the selection of Diamond players, round 7 to 9 will be for the selection of Gold players, round 10 to 14 will be for the selection of Silver, round 15 and 16 will be for the selection of Emerging players, and round 17 to 20 will be supplementary.

For the first to third round in Platinum, the teams get 7 minutes per pick in each round to submit a player's name for drafting. Teams will have 5 minutes in round 4 to 9 (Diamond & Gold) and 3 minutes in rounds 10 to 20 (Silver, Emerging, Supplementary). During the given time, it is up to the franchise to decide to either select a player or trade the pick with another franchise.

When a franchise decides on a selection, the representatives of the franchise will write the name of the player on the pick slip, sign and confirm and submit it to the Draft committee. When the Draft committee receives the pick slip, the committee will verify the integrity of the selection with respect to category eligibility and salary cap room. The committee will authorize a pick and forward it for announcement.

If time expires before the pick is submitted, the next team in line can begin to submit its pick. Team whose time expired can still submit its pick at any point which will be revealed together with the next team’s submission. If both of the teams submit the same player then the team that submitted earlier will get the player.

Draft picks for each team will end when it hits salary cap or maximum number of players per team, including supplementary picks.
